Definition

The European Economic and Social Committee issues technical opinions on economic and social matters. It delivers mandatory opinions where the Treaty so provides. It may also be consulted whenever Parliament, the Commission or the Council deems it necessary, even when this is not provided for by the Treaty. Opinions are used to guide these institutions in their legislative activity and are not binding.
